摘要: 目的 研究建立对出入境检验检疫系统医学媒介生物截获绩效进行综合管理与评价的规范方法。方法 运用多目标系统质量综合评价方法——TOPSIS法的基本原理,把媒介总数、上报信息条数等7项指标进行数据灰处理,并确定有限方案中的最优方案与最劣方案,通过计算各评价对象与最优方案的接近程度,实施综合排序评价。结果 经对7项指标的综合评价分析,6个被评部门医学媒介生物截获绩效综合排名为:部门A>部门B>部门E>部门C>部门D>部门F。结论 TOPSIS法用于对出入境检验检疫系统医学媒介生物截获工作进行综合量化评价具有较好的准确性、实用性,是一种较科学、客观的量化综合评价方法。

Abstract: Objective To explore a standard method of integrated evaluation on the levels of medical-vector capture in entry-exit inspection and quarantine system.Methods The fundamental technique of order preference by similarity to ideal solution(TOPSIS) method was applied.Seven indexes including total vectors,messages and so on were treated by Grey methods and the optimal or tenth-rate projects were also defined.All objects were synthetically ranked by their distances to the optimal project.Results The ranks of the six objects as followed: Dept.A>Dept.B>Dept.E>Dept.C>Dept.D>Dept.F according to the integrated evaluation on the seven indexes.Conclusion TOPSIS method has the properties of veracity and practicability in the integrated evaluation on the levels of medical-vector capture in entry-exit inspection and quarantine system.And it is also a scientific and objective evaluating method.
